Scratchmen Apoo OP17-070 would mainly benefit a purple Animal Kingdom Pirates/On-Air Pirates deck—especially one whose leader or effects reward those traits, allow you to play or recycle them, or care about having large characters—but as described it is only a 6-cost, 7,000-power vanilla Character with a 2,000 Counter, which is below the normal value expected at that cost. Cards such as Queen OP04-040 are generally better because they provide card advantage while still developing a useful body, and other effect-bearing 6-cost Characters will usually offer more removal, draw, ramp, or board pressure; Apoo should therefore not see competitive play unless OP17 introduces unusually strong synergy specifically for this Apoo or makes On-Air Pirates/Animal Kingdom Pirates unusually important, though it could be a fun thematic inclusion in a casual tribal deck.
