Monkey.D.Luffy P-110 would mainly benefit a future blue Elbaph, Four Emperors, or Straw Hat deck that specifically rewards those traits and wants a large 9,000-power body, but as a standalone card it is too inefficient: paying 7 DON!! for a character with no effect and only a 1,000 Counter is a poor return, especially when blue decks can play cards such as 7-cost Boa Hancock (OP07-051), which provides card advantage, or 7-cost Monkey.D.Luffy characters with removal or board-impacting effects.
