Zeff EB04-004 fits best in aggressive red decks—especially Leader-focused builds like Red Sanji or other East Blue/Straw Hat strategies—that want to pressure life totals by turning their Leader into a 7000-power attacker for two turns, making it much harder for opponents to counter out efficiently and helping push through critical damage; however, at 7 cost it competes with stronger, more immediately impactful red finishers like 7-cost Edward Newgate (rush + power pressure), 7-cost Monkey D. Dragon, or 9-cost Shanks, which either provide Rush, removal, or game-ending pressure the turn they are played, whereas Zeff provides no immediate board impact beyond his own 8000 body and requires attacking to gain value, making him somewhat slow in the current meta; as a result, he’s playable in casual or thematic East Blue builds and niche Leader-centric strategies, but in optimized competitive red decks he is generally outclassed by higher-impact top-end threats and is unlikely to consistently
