The search for the One Piece comes to Brazil!

This is a report of the One Piece TCG Offline Regionals, which took place in Brazil, specifically in São Paulo, on August 2nd and 3rd, 2025.
Just like the one in April, this event was packed—without a doubt, the largest One Piece TCG event ever held in Brazil. However, if we look beyond the main event itself, the weekend was a grand celebration of the One Piece TCG, not only for Brazil but for all of South America, as we also had several participants from other countries, such as Chile, Argentina, and others.
At the main event, we had a cap at 512 players, and today we'll analyze the structure, the top cut, and finally the decklist of the runner-up and champion! Let's go!
Regionals - Main Event's Structure
The event was organized by Cityclass Games, and took place at the Centro de Eventos Rebouças, in São Paulo, SP.
There were nine rounds of Swiss, and afterwards a top cut with the 16 players, which then followed an elimination bracket. The Swiss rounds were best-of-one (meaning only one game determined the winner), while the top 16 and onward were all best-of-three.
At the end of the top cut, Captain Borges, playing Belo Betty, defeated Captain Gustavo Wada, playing Luffy Blue-Purple, and thus became the Regional Champion!
The Metagame
Until the writing of this article, the full breakdown of the decks used in the Regionals wasn't available, but we know it didn't diverge significantly from the expected metagame, already established throughout the season.
Much of the meta is currently driven by the strong presence of Monkey.D.Luffy OP11-040, the format's top tier. Because of this, ultra-aggressive decks like Yamato OP06-022 and Belo Betty OP05-002 present themselves as anti-meta, while decks like Buggy OP09-042 and Monkey.D.Luffy EB02-010 try for a more midrange approach, combining defensive and offensive tools to have a balanced play pattern.

But one can't say we didn't see any surprises at this tournament! In the official broadcast of the event, which you can check out here, we saw all kinds of Leaders, with very interesting ones like Uta ST11-001, Edward.Newgate OP02-001, リム OP09-022, among others, who at various times were among the top tables.

Of course, when in a longer event like a Regional, it's natural that deck consistency, combined with player skill, will always be a determining factor. So, it's no surprise we had the following distribution of the Event's Top 16:
- 1 Buggy OP09-042
- 1 Shanks OP09-001
Blue-Purple Luffy - The Highlight of the Tournament
There's little doubt that the leader Monkey.D.Luffy OP11-040 is the deck-to-beat in the current metagame. The combination of Purple ramp, along with the leader's ability—draw two cards per turn while selecting from the top of the deck—, plus an absurd endgame, mainly involving plays of over 18 Don!! in value, such as Sanji OP06-119 revealing Charlotte Linlin OP08-069, conveniently placed at the top by the leader's effect, is simply brutal.
Captain Gustavo Wada demonstrated this strength, playing this list all the way to the final:
To achieve its extremely strong late game—and take notice, late game is kind of a stretch, since with the right tools, the deck can reach 8 Don!! by the third turn already—, the list has several defensive cards, such as Gum-Gum Giant OP09-078 and Gear Two OP11-080, and removals like 神誅殺 OP10-079 and Gum-Gum Red Roc OP04-056. Although the Leader has only 3 Life, it also has a 6000 base power, which hinders aggressive decks, since they'll need to split their Don!! between playing characters and empowering smaller characters to achieve good numbers against the leader.
A combination of increased power and efficient use of Don!! is necessary to have a good aggressive game against UP Luffy, and that was exactly what the eventual champion went for!
Belo Betty - the answer to the metagame
When facing a deck like UP Luffy, with a virtually unbeatable late game, specific decks emerge to neutralize its strategy, hitting the leader at its weakest point—the early turns of the game.
Thus, ultra-aggressive decks rise to the challenge, and Belo Betty OP05-002 perfectly combines the elements needed to overcome Luffy.
This is the list used by Captain Borges to become Regional Champion:
The secret to Belo Betty OP05-002's effectiveness against Monkey.D.Luffy OP11-040 is the combination of low-cost aggressive characters and good attack numbers. With the leader's ability, any 5000 power character—and the deck has twenty-two of those—will reach 8000 power, forcing UP Luffy to either spend a defensive event, or two counter cards from hand, to avoid taking damage.
Furthermore, thanks to Karasu OP05-005's effect, Luffy's biggest advantage against aggro decks—the 6000 base power—is lost, allowing for even better attack numbers. To help with consistency in finding these tools, the list has numerous searchers, such as the stage 革命軍総本部 OP05-021, and characters such as Belo Betty OP05-015 and Emporio.Ivankov OP06-003.
Finally, in addition to its strong performance against Monkey.D.Luffy OP11-040, the champion's list innovated with the inclusion of efficient removals, such as Zeus OP11-106 and Honesty Impact OP11-018.

Conclusion
It's very interesting how the One Piece TCG metagame evolves, from the previous regional, in April, to the current one, less than four months later. In this short time, few new sets entered the format, but it was enough to almost completely change the top tiers!
Furthermore, the dynamics of the game itself seems to be moving towards a more value-driven game, with several decks in the metagame seeking to achieve Don!! efficiency turn after turn—that is, making plays that generate more advantages than the current Don!! count. Even aggressive decks had to adapt to this reality, and cards that, for example, draw your own life are more commonly used.
We know there will be an update to the game's banlist soon, and after that, we'll have the release of OP12. The next metagame will likely have a very different look, but it's sure to be just as fun!
